Sheba is a Director at Third Sector, a nonprofit advisory organization that helps transform public systems for improved and equitable outcomes. She supports government agencies and their partners in applying data insights and community voice to system changes. Sheba is currently leading the implementation of the Better Careers Design Group (BCDG): advising four teams of California government agencies and community-based organizations in piloting new workforce development solutions, which they designed by engaging their local communities. Prior to Third Sector, Sheba led user research and testing to design a new service that will help New York City residents clear the City’s 1.1 million open warrants. Sheba graduated magna cum laude from Temple University with a B.A. in Communications and earned a Master of Public Administration from New York University Wagner School of Public Service.
