Dr. Neelima Modugula is a development sector professional with over two decades of experience across livelihoods, health and nutrition, education, gender, and child development. She currently serves as Project Head at Sparsha Trust for the Saamuhika Shakti collective impact initiative. 

Dr. Modugula has held senior leadership and programme management roles across government and civil society, including with the District Water Management Agency, District Rural Development Agency, and the Society for Rural Development Services in Andhra Pradesh, India. Her work has consistently focused on designing and implementing community-led, cross-sectoral interventions at scale. She holds a PhD in Rural Development, along with advanced degrees in human development and community-focused practice, and brings a practitioner’s lens grounded in policy, systems, and lived community realities.
