Janine Spadafore Kaiser is the founder and Principal of Compass Policy Strategies, LLC (CPS), an independent, woman-owned workforce, education and economic development consultancy based in Cleveland, Ohio. Ms. Kaiser specializes in supporting multi-stakeholder collaboratives to achieve their goals, especially to support growth, improve economic mobility and reduce inequities in regions and states. Over the last 15 years, Janine has supported more than 30 consortia, including economic and workforce development entities, companies, public agencies, philanthropy, educational institutions, and community-based organizations across various states. She has a strong outcomes orientation, and specializes in planning, facilitation, policy analysis and initiative implementation.
Prior to launching CPS in 2015, Ms. Kaiser worked on the economic forecasting team of Eaton Corporation, implemented a randomized control trial research study in Mexico on a Fulbright grant, and served as a senior consultant at Collaborative Economics. Ms. Kaiser holds a bachelor’s degree in economics from Case Western Reserve University, and a master’s of public policy from the Goldman School of Public Policy at the University of California, Berkeley.
